The STAP Application Procedure

Any individual whose disability interferes with them accessing the telephone network is eligible – regardless of age, income or disability. The only restriction is that the individual or parent/guardian must provide proof of Texas residency. The proof of residency must be current and match the applicant’s home address. It may be a Texas driver’s license, Texas ID, Utility bill, Voter’s Registration Card, or Medicare/Medicaid ID.

After the application is complete, be sure to send the original application and include your proof of Texas residency. Also, be sure that your application certified by one of 12 authorized types of certifiers. If you are requesting an augmentative communication device, you must also include a written evaluation from a SLP-CCC or ATP. It is then ready to be sent to DARS-DHHS for processing.

If processed successfully, the individual will receive a yellow voucher in the mail with an assigned dollar value for the equipment requested. The individual will also receive an approved vendor list of where equipment can purchased with the voucher. This process usually takes 90 days. If the application is incomplete, DARS-DHHS will send the applicant a letter advising what information is missing. Once the equipment arrives from the vendor, it belongs to the applicant. It is not on loan, it is theirs to keep. However, like the Speak Up Texas! program, the communication device is for telephone use. We strongly recommend that you receive occupational, physical or speech therapy services to help you use your communication device for general conversation and communication.
